Crop Insurance and Reinsurance Bureau Creates Successful Emerging Leaders Program
Michael Torrey Associates (MTA) has provided both association management and legislative advocacy for the Crop Insurance and Reinsurance Bureau (CIRB) for the past 10 years. Realizing CIRB’s overall membership and board of directors were almost all of similar seniority, the MTA team saw this as a gap that would impact both CIRB and the entire industry long-term. It was apparent that CIRB needed to grow the next generation of professionals that would be the industry’s future leaders and champions.
In its work for CIRB, MTA brainstormed a formal educational program for industry professionals – the Emerging Leaders Program (ELP). The MTA team created a curriculum for the seven-month program that included advocacy, communications, and networking opportunities. The ELP’s goal is to ensure that the next generation of crop insurance leaders is equipped with the tools needed to be effective advocates. Participants are invited to apply on an annual basis. The first class officially launched in September 2015, with six participants from both approved insurance providers and reinsurance companies. During the program, participants attended three CIRB Executive Committee meetings, met with U.S. Department of Agriculture leaders, and took part in Congressional meetings in D.C. Each ELP class member received hands-on guidance through webinars, background information, and speaking engagements hosted by industry experts.
CIRB’s ELP will complete its third year in 2018. As of April 2017, a total of 17 participants have “graduated”. The program continues to feature a strong, dynamic curriculum and the program attracts a variety of applicants each year from across the U.S.

CIRB provides a variety of services for its members including legislative and regulatory monitoring and advocacy, coalition building, regular communications, expanding membership outreach, building and implementing a strategic plan and offering programming for new professionals in the industry.
