Big Picture Outlook

Senate Appropriations Committee Hearing on USDA Budget Last week, the Senate Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies held a hearing to discuss the USDA budget for fiscal year 2022. Secretary Vilsack responded to questions about pandemic relief funds, USDA’s June 15 announcement related to the use of these funds for biofuel producers, timber harvesters, and dairy farmers and processors, USDA Climate Hubs, and rural broadband endeavors, among other topics.

Negotiations Related to Infrastructure Legislation Continue The White House continues to engage in discussions with a bipartisan group of Senators on a comprehensive infrastructure package. The bipartisan group recently released their framework of a $1.2 trillion package with $579 billion in new spending. However, the effectiveness of these conversations is unclear as Senators within the group paint a confusing picture. Republicans, separately, are considering a two-step infrastructure plan with the main bill containing a deal on physical infrastructure. Some Democrats on the other hand, are increasing pressure to focus on the budget reconciliation process and the opportunity it could hold on a range of more progressive policy priorities.

 House Committee on Appropriations to Begin Bill Markups This Week The House Appropriations Committee announced its full schedule of appropriation bill markups slated to begin on June 24 and end on July 16. The markup for the Subcommittee on Agriculture, Rural Development, FDA, and Related Agencies will be on June 25. The Senate, on the other hand, has indicated that markups are tentatively scheduled to begin in July.

Wednesday, June 23

  • 1:00 PM EST: House Agriculture Subcommittee on General Farm Commodities and Risk Management holds a hearing to review the efficacy of the Farm Safety Net.

Friday, June 25

  • House Appropriations Subcommittee Markups: Agriculture, Rural Development, Food and Drug Administration, and Related Agencies; Military Construction, Veterans Affairs, and Related Agencies.
